Signing of the Grant Contract for “the Project for the Provision of Garbage Collection Truck and Septic Tank Emptying Truck to Luganville Municipality” (1 October 2026)

On October 1, H.E. Mr. Naohisa OKUDA, Ambassador of Japan to the Republic of Vanuatu, signed a Grant Contract with Hon. John Boe MAVUTU, Mayor of Luganville Municipality Council, for the “the Project for the Provision of Garbage Collection Truck and Septic Tank Emptying Truck to Luganville Municipality.”
Under the framework of Japan’s Grant Assistance for Grassroots Human Security Projects (GGP), the Government of Japan will provide a grant of USD 84,707 (JPY 12,621,343) for this project.
In Luganville, demand for waste collection and fecal sludge management services has been increasing year by year along with population growth. However, infrastructure development has not kept pace with these growing needs, and the deterioration of the living and sanitary environment has become a serious challenge.
Proper waste collection and septic tank emptying services are essential for maintaining a clean living environment and protecting the health and well-being of the people of Luganville. In recognition of this need, the Government of Japan has decided to provide the Luganville Municipal Council with one garbage collection truck and one septic tank emptying truck to support the improvement of these essential public services.
At the signing ceremony, Ambassador OKUDA stated:
“I sincerely hope that these two vehicles will contribute to making Luganville a cleaner, healthier, and more livable city. I also hope that they will be properly maintained and utilized for many years to come for the benefit of the people of Luganville. I am confident that this assistance will further strengthen the close and friendly relationship between the people and governments of Japan and Vanuatu.”
Mayor MAVUTU expressed his appreciation, stating:
“We sincerely appreciate Japan’s longstanding cooperation. We will make good use of the two vehicles provided through this project and continue our efforts to further improve environmental sanitation in Luganville.”
The Grant Assistance for Grassroots Human Security Projects (GGP) is a Japanese assistance scheme that has been supporting communities in Vanuatu since 1996. To date, the Embassy of Japan in Vanuatu has signed contracts for 145 projects, with a total value of approximately USD 13.6 million.
